The Procurement Act 2023 Regulated Academy

The Regulated Procurement Academy has been developed to improve delegates understanding of the Procurement Objectives associated with the Procurement Act 2023 and how they translate into legislation and applying them in practice.

Procurement does not take place in a legal vacuum and the Academy reflects that the Procurement rules are only part of the wider picture. Hence the Academy explains what the legislative rules mean in a practical sense that is easy to understand, and which is of daily relevance.

Who should attend?

The training is designed to provide procurement practitioners with a level of knowledge that ensures full understanding of the complexities of regulated procurement legislation. This training is appropriate for procurement practitioners who are at the beginning of their career or those more experienced who would like to refresh on the application of the Procurement Act 2023 and the supporting Procurement Regulations 2024.

  5. Explain below threshold obligations and special regime contracts

Module 3 – Understanding Criteria

  1. Explore Conditions of Participation
  2. Explain Exclusions and the debarment list
  3. Define Most Advantageous Tender (MAT)
  4. Explanation of notification requirements
  5. Explanation of Standstill requirements

Module 4 – Understand Frameworks and Dynamic Markets

  1. Understand the difference between Open and Standard Frameworks
  2. Understand how to Establish a Framework
  3. Explain how to utilise a Frameworks
  4. Understand how to Establish a Dynamic Market
  5. Explain how to utilise a Dynamic Market

Module 5 – Evaluation, Remedies, and Contract Management

Module 6 – The Procurement game.

Learning Outcomes:

The course is designed to provide delegates with a clear and grounded understanding of the Procurement Act 2023 and the supporting Procurement Regulations 2024. The training identifies key issues that should be considered when undertaking any regulated Procurement process, from identification of need and Pre-procurement engagement to award, contract management and consequences of supplier challenge.

The aim of the Academy is to provide delegates with all the knowledge to undertake a compliant Regulated Procurement process via the new regime of rules.
