The Procurement Bill going through Parliament involves a wholesale reform of the legal rules on public procurement that apply to English contracting authorities and utilities. Currently it looks likely that the new rules will have to be applied sometime in 2023. Are you prepared?

Our three-hour long webinar on this topic will be presented by two of the UK’s leading experts, who have both been closely involved in the reform process. As well as explaining the progress and timetable for the reforms, the webinar will look in depth at those aspects that are most important and have raised the most questions from practitioners. Coverage includes the impact of the proposed reforms on social value, the new award procedures and the new requirements to publish extensive procurement information.

About the Speakers

Professor Sue Arrowsmith KC (hon), is Professor Emerita at the University of Nottingham, where she was formerly Achilles Professor of Public Procurement Law and Policy. She has been instrumental in reforming public procurement rules and was a member of the UK Government’s Procurement Transformation Advisory Panel, advising on post-Brexit procurement reform. She is currently a member of its Thematic Working Group on Procurement advising on public procurement rules in trade agreements.

Rebecca Rees is a partner and Head of Public Procurement at the international law firm, Trowers & Hamlins. Rebecca is a leading national expert in public procurement law, consistently ranked as among the world’s leading government contracts lawyers (Who’s Who Legal and Chambers and Partners). Rebecca has significant experience in advising clients in the public, private and third sectors on public procurement, subsidy control and building safety strategy issues.
