Carbon Reduction
The CRC Energy Efficiency Scheme (formerly known as the Carbon Reduction Commitment) is the UK's mandatory climate change and energy saving scheme, due to start in April 2010. It is central to the UK’s strategy for improving energy efficiency and reducing carbon dioxide (CO2) emissions, as set out in the Climate Change Act 2008. It has been designed to raise awareness in large organisations, especially at senior level, and encourage changes in behaviour and infrastructure.
What are Achilles doing?
Achilles created the carbonReduction programme in anticipation of the increasing importance of carbon issues and risk. In the United Kingdom, where the programme commenced, there are two key drivers. First, is the introduction of the CRC Energy Efficiency Scheme in April 2010 which necessitates the measurement, management and reduction of carbon emissions. Second, is the likely change to the Companies Act in 2012 requiring mandatory reporting.
After considerable research on global greenhouse gas standards and speaking to experts in this field, Achilles was drawn to CEMARS. CEMARS offered the most robust and credible approach to greenhouse gas measurement, management, reporting and reduction.
The programme is founded on two key principles:
- Significant carbon abatement activity must involve collaboration with the supply chain
- Meaningful analysis of supply chain results requires the use of a common methodology to measurement and reduction
The starting point for a company is to commit to credible measurement and reduction themselves by working through and achieving CEMARS certification. To date, over 50 companies in the United Kingdom have registered to achieve CEMARS. Of those 50, close to twenty have successfully been certified to CEMARS.
The next step for a company is then to engage with critical suppliers to encourage them to register to CEMARS. This can lead to invaluable collaboration opportunities such as sharing of best practices and benchmarking to achieve significant reductions.

CEMARS (Certified Emissions Measurement and Reduction Scheme)
CEMARS is the world-class standard adopted by Achilles for its carbonReduction programme. It is the world’s first internationally accredited greenhouse gas certification scheme to ISO14065.
CEMARS was developed by Landcare Research (a Crown Research Institute owned by the New Zealand Government) and based on 15 years scientific research by greenhouse gas experts.
CEMARS is recognised in major economies worldwide and can be applied as the common standard across your global operations ensuring consistency of measurement.
CEMARS is the only scheme able to provide certification to ISO14064-1 in the United Kingdom as well as providing organisations affected by the CRC EES with the Early Action Metric.
