WHAT IS SICLAR?
SICLAR is a common system of supplier registry and qualification. This system is managed by an independent company specialised in this kind of services (Aquiles Sistemas de Información S.R.L.). SICLAR is open to new incorporations of other oil & gas companies.

WHAT ARE THE BENEFITS OF BEING REGISTERED?
With one simple questionnaire all of your Company’s Information is instantly available to all Subscribers, creating multiple business opportunities with not only your existing partners, but also with any new Subscriber in the SICLAR database.
 
WHAT AM I LOSING BY NOT REGISTERING IN SICLAR?
It is up to the Subscribing Companies to decide if they will work just with registered suppliers. Keep in mind that if your competitors are registered, they will have much more visibility to the Subscribers, by being in SICLAR.

WHO WILL HAVE ACCESS TO MY INFORMATION?
Only the Subscribing Companies (those present in the SICLAR’s leaflet and on this website, and those joining in the future). Your information is strictly confidential, and cannot be consulted by any other supplier.

HOW CAN I FIND OUT WHICH COMPANIES ARE REGISTERED IN SICLAR?
You could see on www.siclar.com an updated list of suppliers registered and in the process of Registration in SICLAR

 

CAN I APPLY TO WORK WITH A SINGLE SUBSCRIBING COMPANY?
No. The current fee covers registration for all of them and therefore all Subscribing Companies will have access to the supplier’s information.
 
IF I DECIDE TO APPLY, WHAT IS MY NEXT STEP?
First you must fill in the application form and pay the first year's fee in any of the prescribed forms. As soon as Aquiles has received the form and confirms the payment, we will send you by e-mail the user name and password for our on-line questionnaire in order to start the registration of your company. Also we will send you the invoice by common mail.
 
WHY DO I HAVE TO PAY? FOR HOW LONG?The registration fee is annual and it is meant to cover the system administrative costs that are shared by all Subscribing companies and suppliers. The current prices are: U$S 400 + VAT (21%) for foreign suppliers.

COULD YOU SEND ME THE INVOICE BEFORE ORDERING THE PAYMENT?
Aquiles sends the invoice with the user name and password when your payment is confirmed. Nevertheless, if for some reason the invoice is needed in advance, please contact Aquiles’ staff.

FOR HOW LONG IS THE REGISTRATION VALID? HOW MUCH TIME DO I HAVE TO FILL OUT THE QUESTIONNAIRE?
The registration is valid for one year and starts two months after the dispatch of the user name and password of our on-line questionnaire. The first two months are not counted against your 12 months because it is considered administrative time and use to insure your Company's proper registration (fill out the Questionnaire, send it to Aquiles, approval by Aquiles and official entry into the database). If the file is approved before the two months period foreseen, you will have more than one year of registration. If you cannot complete your Questionnaire during these two months, we will still process your file, but be advised your registration start date remains the same.

WHEN DO I HAVE TO REGISTER?
The system is continuous, so any company may register at any time.

WHAT HAPPENS IN THE FOLLOWING YEARS?
Two months before the expiration date, Aquiles will dispatch an updating notification, releasing the questionnaire with last year's data, so you only have to up date the information changed (number of employees, balance sheet, new products or services, implantation of a quality system non existent, etc.). In this case you are not charged in advance and the invoice will be sent with the essential data needed to update your information in SICLAR. The supplier will be able to make the payment before the registration period is ended.

WILL I BE ASKED ABOUT THE PRICES OF MY PRODUCTS AND SERVICES?
No, prices are not included on our databases.
 
WHAT TYPE OF DOCUMENTS ARE NEEDED?The usual documents for a tender process. For instance: certificate of incorporation, balance sheet from the last year, certificate of the quality system (if any) and/or environmental certificates.  

 

WHAT HAPPENS IF I DO NOT "PASS"?
All companies can be registered as long as they provide the information requested. If a company refuses, for instance, to present the last years balance sheet and profit and loss account, or to only give information on some parts of the questionnaire, Aquiles will not be able to register the company, and must submit the issue to the Subscribing Companies Committee. SICLAR is a suppliers register system, and therefore only reflects objective data. Based on these data, Subscribing Companies can make the evaluations they deem advisable, add phases in the classification system, or enlarge the criteria that in their opinion will be necessary for the selection of suppliers, but will always be subsequent to the registration of suppliers by Aquiles.
 
I HAVE SEVERAL COMPANIES WITH DIFFERENT NAMES, WHAT SHOULD I DO?
 If you want to offer the services of more than one company, you must register separately the different companies, as the tax number is the element to differentiate the companies registered in SICLAR.

MY COMPANY HAS SEVERAL DELEGATIONS THAT WORK FOR A DIFFERENT SUBSCRIBING COMPANY. WHAT SHOULD I DO?
If the name of the company and the tax number are the same, you will be registered as one company.

MY COMPANY IS ALREADY REGISTERED IN SICLAR, DO I HAVE TO REGISTER AND PAY AGAIN WHEN A NEW COMPANY HAS BEEN INCORPORATED?
No. Your registration covers all companies using the system. And, at any time you can change which products or services are included in your registry, to better accommodate the new company’s needs.
